Add a NODEPENDS switch that **IS NOT TO BE MERGED INTO FREEBSD PORTS TREE** ::P
It prevents USE_GNOME from populating LIB_DEPENDS/RUN_DEPENDS, and is to be
used as -DNODEPENDS from the command line when building/testing ports. It
speeds up make install/make package by like 2 billion times.
It's only useful for testing.
