Update to 0.4.6.
This took a while since it now uses cmake. And I had to figure out how that works. New -python and -perl slave ports. Also I haven't figured out how to build only optional code with cmake. Currently it builds libproxy for the slave ports too, since libproxy is quite small this isn't really a problem.
