Format the colour string in a way that gdk_color_parse() will handle.

* filter-colour.c (format_sexp): Format the colour string in a way
that gdk_color_parse() will handle. Apparently it no longer
handles rgb:<red>/<green>/<blue>? Fixes bug #42345.
