Move folder operations out into em-folder-utils.[ch] so that they
are abstracted from the tree and can be used by methods other than
the internal context menu

* e-shell.c (e_shell_prepare_for_quit): renamed es_run_quit, now
internal, and a gtktimeout function, so return code inverted.
(e_shell_quit): new public entry, find out if we can shutdown, if
so, then trigger a shutdown.
(e_shell_request_close_window): just call e_shell_quit to exit
when we've run out of windows.
(e_shell_quit): desensitise all of the app windows before running
shutdown. looks a bit weird, but not doing so looks worse.

Rename WITH_CXX conditional to WITH_CXX_BINDINGS.
* libical/examples/Makefile.am (doesnothing_LDADD): Add -evolution to
lib names.
* libical/src/test/Makefile.am: WITH_CXX -> WITH_CXX_BINDINGS. Add
-evolution to lib names.
* libical/src/test/regression.c (main): WITH_CXX -> WITH_CXX_BINDINGS.
* libical/src/libicalcap/Makefile.am: Add -evolution to lib names.
Install to Evolution's priv dirs.
* libical/src/libicalvcal/Makefile.am: Ditto.
* libical/src/libical/Makefile.am: WITH_CXX -> WITH_CXX_BINDINGS. Add
-evolution to lib names. Install in privlibdir. Install includes to
$(privincludedir)/libical.
* libical/src/libicalss/Makefile.am: Ditto.
* libical/src/libicalss/icalsslexer.l: Replace option reentrant-bison
with reentrant and bison-bridge. Use new Flex variable names.
* libical/src/libical/icallexer.l:
