Don't prematurely set gpg->complete to TRUE. Let gpg_ctx_op_step () set it

* camel-gpg-context.c (gpg_ctx_parse_status): Don't prematurely
set gpg->complete to TRUE. Let gpg_ctx_op_step () set it to TRUE
when gpg closes the status-fd instead.
