configure.ac: remove --with-webkit2 flag
Otherwise it's likely some people will start to ship WebKit1 versions
of Epiphany 3.8 with our without knowing what they are doing. For
those that *really* want to use the WebKit1 backend, just set the
'with_webkit2' variable to 'no'.
