core: hide types.NodeID from full node. (#147)
* Refine core.Governance interface
- Remove types.NodeID from interface declaration.
- All parameter should be round based.
* Add core.NodeSetCache
* Agreement accepts map of nodeID directly.
* test.Transport.Peers method return public keys.
